DESCRIPTION:Caste Bias in Tech\n\n\nMany people lump Indian tech workers into the “model minority”\, a racist stereotype that creates a pecking order with Asian people on top. What many people (and many companies) don’t understand is that India’s caste system\, a socioeconomic hierarchy that divides Hindus into four main categories (and excludes Dalits outside of the hierarchy)\, bars many South Asians from succeeding in the tech industry. Caste bias and oppression can deny Dalit workers promotions\, jobs\, and access to tech’s prosperity\, in India\, in the United States\, and worldwide. \nWhile tech has made many promises to address racial inequities across the industry\, caste discrimination goes largely ignored. You may have heard that Google canceled an event with Thenmozhi Soundararajan about this very topic. We think this important equity issue has gone overlooked for too long in tech and beyond. \nJoin us on Thursday\, July 21st\, 12-1 pm PT for an illuminating discussion on caste discrimination in tech\, how the caste system intersects with racism\, sexism\, and classism in the U.S.\, and how existing hierarchies in tech reinforce these caste dynamics. Her research interests mainly focus on Natural Language Processing\, specifically on the detection and counter-acting of hate speech and algorithmic bias on Social Media data in multilingual context. See https://dnozza.github.io/ for more information.\n\nAbstract: An increasing propagation of hate speech has been detected on social media platforms (e.g.\, Twitter) where (pseudo-)anonymity enables people to target others without being recognized or easily traced. While this societal issue has attracted many studies in the NLP community\, it comes with three important challenges. Hate speech detection models should be fair\, work on every language\, and consider the whole context (e.g.\, imagery). Solving these challenges will revolutionize the field of hate speech detection and help on creating a “universal” model. In this talk\, I will present my contributions in this area along with my takes for future directions.

DESCRIPTION:Technology now impacts every dimension of our lives. Whether it’s work\, healthcare\, or education\, our experiences are shaped and influenced by technology. While technology can improve autonomy for people with disabilities and help create a more inclusive society\, it can also replicate or exacerbate forms of discrimination that historically harm people with disabilities. As public interest advocates\, scholars\, technologists\, and others continue work to advance equitable technology policy\, it is crucial that disabled people participate in these conversations at the intersection of technology and disability.In December 2021\, the Center for Democracy & Technology and the American Association of People with Disabilities released the report “Centering Disability in Technology Policy” (plain-language version here) which outlines challenges\, barriers\, and opportunities to center disability justice in technology policy work. The Ford Foundation’s leadership on this issue and support for the report has provided a learning opportunity within NetGain that we are eager to share more broadly within the field and with other funders. We welcome you to join us for a conversation about the report’s findings and the ways that technology and disability communities can work together to advance more inclusive and just technology.

DESCRIPTION:Matthew Fuller and Dominik Schindler – “Communities as vague operators\, Algorithms as heuristics: Epistemological Questions for a Critical Network Science” \nVirtual presentation: Wednesday\, July 6 12:30 PST \nBios: Matthew Fuller is Professor of Cultural Studies. With Usman Haque\, he is co-author of ‘Urban Versioning System v1.0’ (ALNY) and with Andrew Goffey\, of ‘Evil Media’ (MIT)\,  Editor of ‘Software Studies\, a lexicon’ (MIT) and co-editor of the journal Computational Culture. He is involved in a number of projects in art\, media and software and is the author of the forthcoming\, ‘How to Sleep\, in art\, biology and culture’ (Bloomsbury). \nDominik Schinder has studied mathematics and digital media in Heidelberg\, Berlin and London. His PhD project in Applied Mathematics at Imperial College London draws from dynamical network analysis and machine learning. Dominik analyses far-right digital countercultures in collaboration with the Weizenbaum Institute in Berlin. \nAbstract: In this talk\, we aim to analyse the nature of what figures in network science as patterns of nodes and edges called ‘communities’. Remaining multi-faceted and vague\, we propose to describe the concept of community as a ‘vague operator’ that is similar to Susan Leigh Star’s notion of the boundary object but more loose like a collection of hints. Disentangling different lineages in network science then allows us to contextualise the founding myth of ‘community’ popularised by Michelle Girvan and Mark Newman in 2002. After studying one particular community detection algorithm\, the so called ‘Louvain algorithm’\, we comment on problems arising with some of their more ambiguous applications. We argue that ‘community’ can act as a real abstraction with the power to reshape social relations such as producing echo chambers in social networking sites. To trouble the epistemological foundations of community detection\, we thus imagine a ‘critical heuristics’ that embraces partiality\, actual humbleness\, reflexivity and artificiality.

SUMMARY:How Runaway Algorithms Brought Down the Dutch Government | NYU
DESCRIPTION:A Dutch court ruled in 2020 that an algorithmic system for detecting fraud in the welfare system called ‘SyRI’ violated human rights and had to be stopped. The law allowed a potentially open-ended number of public authorities to share data and run this through a risk prediction model to flag individuals as potential fraudsters. This system had mainly been targeted at low-income neighborhoods where a significant part of the population has a migrant background. But this system was not the only one of its kind in the Netherlands. In January 2021\, the Dutch government stepped down following the Child Benefit Scandal\, which involved the algorithmic risk-profiling of beneficiaries on the basis of nationality. In this conversation\, we will examine the origins\, similarities and consequences of the SyRI litigation and Child Benefit Scandal. We will ask how such systems persist despite court rulings and political backlash\, and form the mere tip of the iceberg of algorithmic government in the Netherlands.

SUMMARY:Braiding Birthwork\, Racial Justice\, and Smart Technology | CSPO
DESCRIPTION:Maternal Mortality is at crisis level and has worsened over the past 20 years. In the United States\, Black birthing people are more than three times as likely to die of pregnancy-related causes than white birthing people\, and Indigenous people are more than twice as likely\, regardless of income or education levels. In Los Angeles County\, there is only one survey related to birthing outcomes\, and its data influences the allocation of resources and informs strategies aimed at ameliorating perinatal issues including infant mortality\, low birth weight\, and preterm births. Unfortunately\, the current survey results are more than two years out of date and fail to capture data from systemically excluded populations. \nThis scenario created an opportunity to explore questions around technology-assisted data collection. If smart technology could be inserted into the survey administration process for live data capture\, the process of analyzing and disseminating the data could happen more quickly\, resulting in more relevant data for policy making for all birthing people in LA County. \nThe resulting project centered community birthworkers from the Birthworkers of Color Collective in imagining how smart technology could assist with birth outcome data collection and dissemination. Alexandrina Agloro and Stevie Merino will share lessons learned from the community research collaboration and how these findings can be applied toward policy and the future of accessible reproductive care.

To build inclusive technologies that empower us all\, we must understand how technologies and race construct one another and with what consequences. \nPresentation by Dr. Desmond Upton Patton \n\nAbstract: \nAn interdisciplinary team of social scientists\, computer scientist\, designers\, and researchers from the SAFElab at Columbia University’s School of Social Work\, School of Engineering and Applied Science and Data Science Institute partnered with the Research and Evaluation Center (REC) at John Jay College of Criminal Justice to develop a Neighborhood Navigator which assesses patterns and changes in the sentiment of quality of life\, wellbeing\, community\, and living conditions among residents of New York City. The Neighborhood Navigator uses community focus groups and one-on-one interviews in concert with artificial intelligence (AI) techniques (e.g. natural language processing (NLP) and computer vision) to provide short-term\, recurring feedback on resident sentiment. Over time\, greater precision in the AI components could lead to reduced dependence on surveys and more cost-efficient sustainability. The tool will provide policymakers with insight into public sentiment about government work and allow them to respond accordingly.

DESCRIPTION:“Challenges and Frontiers in Deploying Transparent Machine Learning” \nExplainable machine learning offers the potential to provide stakeholders with insights into model behavior\, yet there is little understanding of how organizations use these methods in practice. In this talk\, Bhatt will discuss recent research exploring how organizations view and use explainability. He finds that most deployments are not for end-users but rather for machine learning engineers\, who use explainability to debug the model. There is thus a gap between explainability in practice and the goal of external transparency since explanations are primarily serving internal stakeholders. Providing useful external explanations requires careful consideration of the needs of stakeholders\, including end-users\, regulators\, and domain experts. Despite this need\, little work has been done to facilitate inter-stakeholder conversation around explainable machine learning. To help address this gap\, Bhatt reports findings from a closed-door\, day-long workshop between academics\, industry experts\, legal scholars\, and policymakers to develop a shared language around explainability and to understand the current shortcomings of and potential solutions for deploying explainable machine learning in the service of external transparency goals. \nAbout the Speaker \nUmang Bhatt is a Ph.D. candidate in the Machine Learning Group at the University of Cambridge. His expertise lies in human-machine collaboration and in trustworthy machine learning\, spanning the fairness\, robustness\, and explainability of AI systems. He studies how to create AI systems that explain their predictions to stakeholders\, leverage stakeholder expertise for better human-machine team performance\, and interact with stakeholders to account for their goals and values. Currently\, Umang is an Enrichment Student at The Alan Turing Institute and a Student Fellow at the Leverhulme Centre for the Future of Intelligence. Previously\, he was a Fellow at the Mozilla Foundation and a Research Fellow at the Partnership on AI.
