SUMMARY:Data Privacy Protection and the Conduct of Applied Research: Methods\, Approaches and their Consequences | NBER
DESCRIPTION:Rapid improvements in computational power and coincident increases in the amount of data on individuals and firms that is publicly available or can be purchased at a nominal cost have created new challenges for protecting the privacy of survey responses and administrative data. By combining such data with information from external sources\, it is increasingly possible to breach the anonymity of individuals and businesses and their characteristics. Such breaches can violate the strong privacy protections statistical agencies and other data providers are required or pledge to uphold. Statistical agencies\, such as the U.S. Census Bureau\, have responded by adopting new disclosure avoidance systems\, including model-based synthetic data methods and methods based on the criterion known as differential privacy. \nAll of these methods\, as well as those that have been used in the past\, face an inevitable trade-off between data accuracy and protecting the privacy of individuals and firms.  There has been substantial research on the extent to which these approaches protect privacy and on the accuracy of the data that results from their application.  Less attention has been paid to issues such as (a) the implications of using these data for conducting applied research and for estimation and inference\, (b) quantifying the actual disclosure risks of alternative disclosure avoidance methods and how individuals\, firms and society value these risks; and (c) how to best align the data needs for applied research with the obligations to protect privacy. \nTo provide new insights on the use of privacy-protected data in empirical research\, the National Bureau of Economic Research (NBER)\, with the support of the Alfred P. Sloan Foundation\, is launching a new research project.  The project\, headed by Ruobin Gong (Rutgers University)\, V. Joseph Hotz (Duke University and NBER)\, and Ian Schmutte (University of Georgia)\, will promote interactions among researchers from computer science\, data science\, economics\, statistics\, and other fields who will present their research at two conferences\, one to be held in Cambridge on May 4-5\, 2023\, and the other in Washington\, DC\, in late 2023 or early 2024. \n[…]

From M Eifler’s Prosthetic Memory to Paola Prestini’s Sensorium Ex\, these examples of AI art highlight the erasures of disability from training data and refuse AI’s optimization against disability. Historically\, technologies have been designed to diagnose\, rehabilitate\, normalize\, and even cure disabilities. Though this approach has arguably improved the quality of life for many disabled people\, it codes disability as an “undesirable” and “outlier” trait\, operating on the false premise of a “norm” that is not reflective of the human condition’s heterogeneity. Lamdan brings us into the unregulated underworld of these “data cartels\,” demonstrating how the entities mining\, commodifying\, and selling our data and informational resources perpetuate social inequalities and threaten the democratic sharing of knowledge. \nLamdan contends that privatization and tech exceptionalism have prevented us from creating effective legal regulation. This in turn has allowed oversized information oligopolies to coalesce. SUMMARY:The Scarlet E: Balancing Eviction Record Sealing and Data Access | New America
DESCRIPTION:In the last few years\, at least eight states have passed eviction record sealing laws\, and eviction sealing legislation is being considered in several other cities and states across the country. These laws protect tenants by limiting the ability of tenant screening companies to access eviction filing data and sell it to landlords\, locking tenants – even those who ultimately had their eviction cases dismissed – out of future housing opportunities. \nAt the same time\, eviction sealing laws can obscure access to court records\, which are the primary data source for tracking evictions and informing policies to prevent them. \nJoin the Future of Land and Housing Program at New America to discuss the wave of eviction record sealing legislation gaining traction across the country\, and hear from local stakeholders at the forefront of finding ways to preserve access to court data for the public good while still protecting tenants.

However\, we live in an information environment where the lines between true and false\, and interest-driven and balanced content are blurred. This\, coupled with the constant information overload\, places enormous demands on people. With the United Nations having declared the information situation around the Corona pandemic an “infodemic”\, and with a flood of misinformation and disinformation\, there is a great need to create a resilient information environment for the future. Integrity\, quality\, and reliability are critical factors in making information an asset rather than a liability to society. \nWith its unique focus on information\, people\, and technology\, information science is at the forefront of conceptualizing\, developing\, and implementing solutions for a future information environment that not only reacts to crises\, but also helps protect society from future information crises. Quality information can play a central role in helping people spring back after crises but also in dealing with or averting them. \nAs the premier international conference in the field\, the ASIS&T Annual Meeting is a forum to assist in addressing these issues as we continue to push forward the positive contributions of information and technology. \nThe 2022 ASIS&T Annual Meeting will be a fully in-person meeting without virtual attendance or presentation options. Policymakers routinely advocate for expanding and increasing surveillance over and institutionalisation of people with mental health disabilities. \nThe growing use of predictive policing tools and other surveillance technologies at school\, at home\, and in the workplace has led to a rush among researchers and developers to create new algorithms that can even assess or predict a diagnosis of mental illness.
